All-Ukrainian Law Week will be held from December 10 to December 15, 2012 as initiated by the Order of the President of Ukraine No. 1149 as of December 08, 2008. All-Ukrainian Law Week is an annual event which takes place during the week that includes Human Rights Day which is celebrated on December 10 to commemorate the day in 1948 when the United Nations General Assembly adopted the Universal Declaration of Human Rights.

During the Law Week the Ministry of Economic Development and Trade of Ukraine will provide its employees and the enterprises, entities and companies controlled by the Ministry with the guidelines related to the human rights and freedoms issues which, on the whole, will raise the legal awareness among public officers and employees of the respective enterprises, entities and companies and will ensure the protection of human rights and realization of the rules of law and legitimacy in the performance by the said officers and employees of their duties.

It should be noted that the Universal Declaration of Human Rights was the first international document which declared the human rights. The rights as declared therein were further detailed by other international legal acts, in particular, by the Convention for the Protection of Human Rights and Fundamental Freedoms signed in 1950, by the International Covenant on Economic, Social and Cultural Rights of 1966, and others.

The Article 1 of the Constitution of Ukraine states that Ukraine is a sovereign, independent, democratic, social and legal state. The Section II of the Constitution of Ukraine defines the rights, freedoms and duties of a human and of a citizen. And it was the provisions of the Universal Declaration of Human Rights which served as a basis for the these constitutional norms.

The Article 2 of the Law of Ukraine On Central Executive Bodies stipulates that the ministries and other central executive bodies in their activities have to ensure the protection of rights and freedoms of a human and citizen. The priority of the humans and citizens rights is the main principle which guides the public service as specified in the Article 3 of the Law of Ukraine On State Service.

Events of this kind are aimed to strengthen Ukraines position as of a legal state, to raise the legal awareness and cherish the highest values being protected by law.
