Ministry of Economy is a leading agency within the system of Ukraine’s
government agencies and institutions, responsible
for implementation of the uniform government policy of national and regional
economic and social development and cooperation with the European Union.
І. First steps on the way toward
formation of the planned economy system and economic planning in 1921 – 1955 are
associated with the establishment of the State Planning Commission of the
Council of Ministers of the Ukrainian S.S.R. (December
1923 – 1928: first attempts to establish a planned economy
1928: development of the Main Principles of the Programs of Development of the Five-Year Plans
for the National Economy of the Ukrainian S.S.R.;
1929 – 1930: introduction of economic zoning of Ukraine;
1941 – 1945: quarterly, monthly, and ten-day plans became the
principal form of wartime economic planning;
The period of 1945 –
1955 is characterized by restoration of the national
economy and further development of heavy industry.
ІІ. Planned development of
Ukrainian economy as a component of the single economic complex of the USSR (1956-1990):
1956 –1960: successful development of economy, culture, and science;
1960 – 1965: implementation of a huge capital investment
program unmatched anywhere in the world;
1965: economic reform aimed at increasing efficiency of
the national economy;
1980: deceleration of economic development;
beginning of the Perestroika.
ІІІ. Market transformation (1991-2001):
1991: the Ministry of Economy of Ukraine is
established per Law of the Ukrainian S.S.R., which was placed under subordination
of the Cabinet of Ministers of the Ukrainian S.S.R. and became legal successor
of the former State Committee of the Ukrainian S.S.R. for Economy and State
Committee of the Ukrainian S.S.R. for Logistics. The
Ministry’s efforts were channeled at the formation of legislative framework
underpinning functioning of the economic mechanism of the newly-independent
1992: beginning of a large-scale liberalization;
1995 – 1999: selection of the course toward market
transformation and formation of levers and methods of government administration
under conditions of development of market institutions;
1999: establishment of the new Ministry of Economy of
Ukraine on the basis of the former Ministry of Economy, Ministry of Foreign Economic Relations and Trade, State Investment and Clearing Committee, National Agency for Development and European
Integration, State Export Control Service, and
Agency for Special (Free) Economic Zones.
the Ministry of Economy is renamed the Ministry of Economy and European
Integration of Ukraine per Directive of the President of Ukraine.
2005: the Ministry of Economy and
European Integration of Ukraine is renamed the Ministry of Economy of Ukraine per
Directive of the President of Ukraine.
