Thematic platform 2: Economic Integration and Approximation to EU Policies (hereinafter referred to as TP2), coordinated by the Ministry of Economy of Ukraine, was introduced as part of EUs Eastern Partnership project.

This platform focuses on intensification of cooperation in such spheres as trade, normative and regulatory cooperation on trade issues as a precondition for the beginning of negotiations on deepened and comprehensive agreements on free trade areas (FTA+) between the EU and Eastern Partnership states, environmental protection, and climate change.

Five meetings were held during 2009–2011 in Brussels, Belgium:

- 2009: on 26 June and 9 November;

- 2010: on 7 May and 10 November;

- 2011: on 19 May.

The next meeting is expected to be held in the fall of 2011 in Brussels.

A decision was made within the framework of TP2 to create three respective working groups: Working Group for Trade and Regulatory Cooperation in Trade Sphere within the Frameworks of Deepened Free Trade Areas, Working Group for Environmental Protection and Climate Change, and Working Group for Small and Medium Businesses.

Priority areas of activity of the Working Group for Trade and Regulatory Cooperation in Trade Sphere within the Frameworks of Deepened Free Trade Areas include the following issues:

-  sanitary and phytosanitary measures;

-  customs and trade procedures;

-  protection of intellectual property and implementation rights;

-  public procurements;

-  technical norms and standards.

Other issues of no less importance will be discussed in the medium-term prospective:

-  competition (government assistance);

-  goods trade: access to markets, goods origin rules, trade statistics, and nomenclature of goods;

-  services and company foundation (sectoral approach with special emphasis on financial services);

-  investments, movement of capital and payments, etc.

The framework of the Working Group for Trade and Regulatory Cooperation in Trade Sphere within the Frameworks of Deepened Free Trade Areas envisages organization of 10-15 meetings of experts during two years, depending on specifics of each topic.

As of today, seven meetings of the Working Group have already been held in Brussels:

 - 2010: 29 – 30 March, 15 – 16 July, 19 – 20 October, 16 – 17 November, and 25 – 26 December;

-  2011: 2 – 3 February and 30 – 31 March.

During these meetings, discussions were held concerning organization of the Working Groups further functioning, strategic approach to modernization and development of customs systems of Eastern Partnership participant states, organization of meetings inbusiness-businessandbusiness-governmentformats, certain aspects of sanitary and phytosanitary measures, intellectual and industrial property rights, public procurements, technical norms and standards, and the issues of role played by business organizations in negotiations on the creation of deepened and comprehensive free trade areas between the EU and Eastern Partnership participant states. 

The Working Group for Environmental Protection and Climate Change concerns itself with the following two areas:

-  approximation to EU environmental protection laws;

-  combating the climate change.

The long-term objective of this board is the exchange of experience and supporting the partners on the way toward implementation of environmental laws of the European Union. The Working Group aims at ensuring strategic planning and close cooperation on the development of relevant legislative actsв.

The first meeting of the Working Group for Environmental Protection and Climate Change was held on 23 March 2010 in Brussels.

Also, the ‘Climate Change: Exchanging European Experience’ seminar was held within the framework of the Working Group on 4 November 2010 in Brussels. On 7 July 2011, another seminar was held in Brussels, dedicated to implementation of the principles of Green Economy.

The third meeting of TP2 on 7 May 2010 in Brussels has decided to create the Working Group for Small and Medium Businesses, which would work in the following areas:

- exchange of information on approximation of policies concerning small and medium businesses in the EU and the partner countries;

- implementation of a joint project concerning functioning of the policy on entrepreneurship;

- implementation of the flagman initiative: ‘Creating an Instrument of Promoting Small and Medium Entrepreneurship’;

- organization of meetings in the ‘business-business’ format.

The constitutional meeting of the Working Group for Small and Medium Businesses took place on 25 – 26 October 2010 in Brussels. The meeting has focused its attention on the exchange of information on approximation of policies concerning small and medium businesses in the EU and the partner countries; discussing the issues concerning development of the policy on entrepreneurship, in particular, implementation of a joint project ‘Effectiveness of Entrepreneurship Policy’; implementation of the flagman initiative concerning small and medium entrepreneurship, and organization of meetings in the ‘business-business’ format.

On 16 – 17 March 2011 the Working Group for Small and Medium Businesses held a seminar in Brussels. Its main goal was to continue presentation of the ‘Effectiveness of Entrepreneurship Policy’ project to representatives of six nations participating in the Eastern Partnership initiative.

Second meeting of the aforementioned working group was held on 15 – 17 June 2011 in Prague, Czech Republic, which included meeting with representatives of the Organization for Economic Cooperation and Development and an inter-ministry conference. Among the participants of this event were representatives of the Ministry of Economy and the Ministry of Foreign Affairs.
